The Australian Government is proposing changes to reform Australia’s national environmental laws, including the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). The EPBC Act reform is designed to balance environmental stewardship with economic priorities such as housing development, job creation, and clean energy growth.
Proposed reforms are consistent with the recommendations of the 2020 Independent Review of the EPBC Act (the Samuel Review). The Australian Government introduced the law reform Bills to parliament on Thursday 30 October 2025.
The National Farmers’ Federation has called for reforms to the EPBC Act that deliver environmental outcomes without compromising agricultural productivity or increasing red tape.
“Any push for projects impacting agriculture must come with genuine consultation with farmers and regional communities. We must get the balance right between achieving environmental outcomes, social licence and keeping farmland in production” Su McCluskey, Interim Chief Executive, NFF.
